Tandem Parking

We have a situation where a project is proposing to provide tandem parking one of which is for the disabled.  The number of spaces 4 per building and the project consist of 22 buildings.  This type of project is  precedent setting and we already have another builder eyeing it and want to do five buildings of their own.  These are all independent buildings  that will be sold spirally.  Than  van parking space was already waived  and marking the spaces too since each has less than 5.  I am looking for an interpretation if I can allow Tandem spaces arrangement.  My concern is it will present a hard ship to the disabled when asked to move his or her car so some body else have to leave or they have to ask some body to move their car so they can get out. Your prompt response is appreciated.
